The Teli (התלי) means "hanger". Nachmanides states in his commentary to Devarim 18:9-12, that there are certain stars that are guided by archangels, and that these archangels are the souls of those planets. They are called the Princes of the Teli. Similarly, the Teli is also mentioned by Rav Abraham Abulafia in Mafteach HaSh'mot as "spiritual powers" related to the constellation Draco (the Princes of the Teli). The Teli was supposed to be the only talent Ha-Mitzri had, emphasizing that his power did not come from use of the Holy Name (making a connection between Christianity and the Dragon). תלי is also mentioned in Beresheit 27:3 as the power of Esav.

התלי is also mentioned in the Sefer Yetzirah 6:1 and Job 26:13 and Isaiah 27:1.

Rashi mentions that the Romans are the Kittim who are called the Islands of the Sea. His commentary on Isaiah 27:1 refers to the head of the children of Esav situated in the heart of the seas as Tzor which will ultimately be redeemed because the Head of Esav lopped of by Hushiel ben Dan finds a place in the world to come.
