The Teli (התלי) means "Stringing". Nachmanides states in his commentary to Devarim 18:9-12, that there are certain stars that are guided by archangels, and that these archangels are the souls of those planets. They are called the Princes of the Stringing. Similarly, the Stringing is also mentioned by Rav Abraham Abulafia in Mafteach HaSh'mot as "Spiritual Powers" related to the constellation Draco (the Princes of the Stringing). This Stringing of the Draco Archangels is supposed to have been the only talent Ha-Mitzri had, ultimately also his own curse, emphasizing that his power did not come from use of the Holy Name (and making a connection between Christianity and Draco). This is based on the fact that Stringing is mentioned in Beresheit 27:3 as the power of Esav who is symbolized by Ha-Mitzri.

התלי is also mentioned in the Sefer Yetzirah 6:1.

Job 26:13 and Isaiah 27:1 may also allude to this where Rashi mentions that the Romans (associated with Edom) are the Kittim which are called the Islands of the Sea. This commentary on Isaiah 27:1 refers to the head of the children of Esav situated in the heart of the seas as Tzor (compare with the Syrophoenecian Caleb's shirayim as Tzura and the Haverim feasting on the Leviathan in Job 41:6) which will ultimately be redeemed because the Head of Esav lopped of by Hushiel ben Dan does find a place in the world to come.
