Shimeon haHaver refers to the office of Bei Abedan leadership which was established by Rav Shimeon Clopas haTzadik to guide the children of Edom back towards HaShem. The last member of the office was pressured to appoint a successor from Edom before which he secretly handed all of its knowledge to the Jews of Babylonia to keep things safe until a future time.
The Tzadikim of this office came to be known as Petter Khamur according to the Sefer Chasidim.
