Biographical Information
Billy Jack Dial got involved in Law Enforcement from a early age. He started as an informant for our local Police Department at the age of 16 in 1970. He joined the Army in 1972 and was stationed in Hanau Germany. He worked for the CID (Criminal Investigating Division) for the US Army in undercover narcotics investigations.
- In 1975 it was discovered that he was a narcotics investigator and the narcotic dealers in Germany tried to take life. He was secretly transported to a remote army base where he recovered from his injuries, and finished his tour of duty and left the Army in 1975. In Hanau Germany at a private Airport, Mr. Dial successfully completed flight training and obtained his private pilot license.
- In 1977 Mr. Dial reenlisted back into the Army for another tour of duty. This time he was stationed at Ft Sill Oklahoma in a Military Police unit. Eventually he was transferred to MPI (Military police Investigations). In 1980 he finished his tour of duty and was released from the Army with Honors.
- In 1981 Mr. Dial then went in to the Police Academy in Texas and worked with several city Police Departments and in 1986 he became Chief of Police.
- In 1992 Mr. Dial left the Police Force and worked in the private business industry. He then had himself certified in all the Metro Courts in and around Atlanta Georgia, to serve civil processes and become an aid and asset for Attorneys. He is still certified with these courts. He has spent a better part of thirty years working with the laws, and courts.
- In 1994 Mr. Dial was fully trained and certified as a television producer by Georgia Community Television (GCTV) Atlanta cable channel 12.
- In Nov 2000 Mr. Dial successfully completed a “General Industry Safety & Health” course certified by the Department of Labor Occupational Safety and Health Administration. (OSHA)
- In January 2006 Mr. Dial was summonsed to appear before the Nascent Sanhedrin in Jerusalem Israel. In the same manor and formation as Mr. Dial stood before many public agencies to make a pledge to uphold the laws of the land, Mr. Dial likewise stood before the special assembled Sanhedrin Court to pledge his oath to uphold the The Seven Laws of Noach, and to the continued support the Nascent Sanhedrin.
- In September 2006 Mr. Dial successfully completed the required courses in arbitration to become eligible to apply for State Certification. In October 2006 Mr. Dial's application for State certification was approved by the Supreme Court of the State of Georgia. State certification affords Mr. Dial now to Judge disputes between two or more parties. Disputed case awards can be binding and non-binding as agreed upon by the parties involved. - In April 2007 Mr. Dial graduated from the Atlanta Division of the Federal Bureau of Investigations (FBI) Citizens Academy. A letter from FBI Director Robert S. Mueller III was presented to Mr. Dial, President of UNC, at the graduation ceremony by Gregory Jones, Atlanta FBI Special Agent in Charge. Mr. Dial currently holds a Permanent License as a Texas Peace Officer from the Texas Commission on Law Enforcement Officer Standards and Education.
Also licensed by the state of Georgia to carry a concealed hand gun, exercising his rights as an American citizen in taking an advantage of The Bill of Rights which protects the freedoms of speech, press, and religion; the right to keep and bear arms; the freedom of assembly; the freedom to petition; and prohibits unreasonable search and seizure; cruel and unusual punishment; and compelled self-incrimination.
Is on the SafCom (Safety Committee) and an emergency first responder for his current employer, certified by the American Heart Association, in basic first aid, and for Adult CPR/ Adult CPR & AED/ Child - Infant CPR & AED Cardiopulmonary Resuscitation (CPR), and certified on Automated External Defibrillator (AED).
Basic 30 hour course certification with U.S. Department of Labor Occupational Safety & Health Administration (OSHA).
Becoming a Noachide
Turn of Events
Mr. Dial was born on Yom Kippur, Tishrei 10, 5715 - תשי"ד He was raised to believe in the christian religion and was not a member of any denomination. He went to Baptist Churches, and Assembly of God Churches. As far back as he can remember he always had an unquenchable thirst for seeking G-d’s will in his life. He studied many years independent of any academics on his own, with preachers, teachers, and individuals. For most of his life much of his spare time was spent combing through scriptures trying to put it all together.
In 1992 a strange set of events took place while he was employed as an assistant Police Chief which shook the core foundation of his faith and before he realized it he begin to question his faith in Christendom. While he was sitting in his police department office one day Mr. Dial received a call and a gentlemen told him who he was and said, "I live in another town bordering your Jurisdiction and wanted to inform you that G-d has laid it upon my heart to give you $1,500.00. I don't know why, and whenever you want it contact me." The gentlemen gave him his address and phone number and assured him this was not a bribe. So many months went by and Billy eventually forgot about the generous offer from the gentlemen, - fearing it was some sort of bribe trick or trap attempt.
One day after a Court session his city Judge, who was also professor in El-Centro College in Dallas Texas, happened to bring to court a book entitled "Will the Real Jesus Please Stand", by Mr. Jones of Arlington Texas. Since the Judge taught comparative religion she had had many conversations with Mr. Dial over religious subjects. On this particular evening she asked Mr. Dial to read this book. Mr. Dial took the book and the next day he started reading it. Mr. Dial said after finishing the book that it was the most enlightening book he had ever read in his life as the context of the book seemed to focus on the origination of Christendom which parallels the many questions he was questioning about the authenticity of his religion. Even though the answers perhaps may not have been the best, but it opened up a path in which he then was determined to travel. Mr. Dial said he did not go to sleep that night until he had finished reading the book. Mr. Dial related, "I was so shocked that some of the information within this book made a lot of sense". Mr. Dial also said that he went weak in the knees, "you know just like when you have a near accident in an automobile." So as time went on Billy eventually met the author of the book, Mr. Jones, at the invitation from his city Judge at her house.
Go ask them? Who is “Them” - THE JEWS
After many days and much more research, things started to come to a point in Mr. Dial’s soul to where the point was getting to him. One evening while Mr. Dial was sitting on his couch comparing scriptures based on the newly discovered information and was looking for answers and things came to a point of frustration and he tossed a red letter edition of the KJV Bible on the floor in front of him. (red letters appeared where ever Jesus had spoke). Billy was feeling extremely frustrated, as if a big battle was waging within his soul. The new revelations he had discovered, versus the old traditions he had been taught. While sitting there he tossed the bible onto the floor and said to G-d: "Please, show me the truth or give me death" - this was tearing him up and one way or another he needed relief. Well, for a few moments he sat there looking down at the bible, and all of a sudden some of the red letters jumped out at him and caught his eye. The bible had opened up to one of the gospels where Jesus was standing before Pilot. When Pilot asked him a question he said, "Go ask them I taught in their Synagogues." GO ASK THEM, Go ask them? Who is “Them” - THE JEWS- “was the thought that raced through his head. As Mr. Dial realized Jesus was an Israelite and that he was raised a Jewish life, so who better to go ask other than the Jews.
Well, the next day Mr. Dial went to work thinking about what had occurred the night before, wondering, where are the Jews? Well he thought about Israel as that was where Jesus life was discussed in the gospels. Israel, where do I go in Israel or wherever to ask questions he thought? Who do I look for to talk to? Isaac! Isaac is a Jewish name so he grabbed a local phone book and looked under Isaac. He found several Isaac's, but one struck him as sort of definite. Isaac Levi—wow this guy has to be Jewish with a name like that. So Mr. Dial proceeded to call this guy who was in a town bordering his jurisdiction and asked him if he was Jewish. He said he was and asked why? Mr. Dial said he was interested in learning about the Jewish religion, since Jesus was Jewish. He responded ok well what would you like to know? Mr. Dial said he did not want to keep the phone tied up for a long time so he said, he has a lot of questions he would like to ask him and it perhaps would take up a long time, so Mr. Dial asked if perhaps they could meet and discuss this when he had some time available. He responded and told Mr. Dial, "I have time now if you would like?" "OK," Mr. Dial said, "that'll be fine" and asked him that since he lived close by could he stop by his office? He said that that would not be a problem, and where was he located? Well, at this point Mr. Dial had to explain to him that he was the Assistant Police Chief of the neighboring city. He did not respond immediately. Finally he came back and wanted to know if I was for real. Mr. Dial assured him he was, and apologized for making him uncomfortable. He said can I call you back. I said that will be fine. So Mr. Dial left his number with him. In a little while he called back and wanted to know if Mr. Dial would not mind if he brought a friend along with him. He said sure. Mr. Levi and his friend showed up and all had a lengthy conversation about the Jewish religion. Mr. Levi later stated to Mr. Dial he was scared to come by himself since he was here in America from Israel on a visa, and was thinking there may be a problem with that.
Bible classes and Jewish perspective
So, from there Mr. Levi advised he had bible classes at his house in which Mr. Dial attended for a time. Mr. Dial learned a lot about the life of Jesus from a Jewish perspective since he was a Jew.
Eventually Mr. Dial began to see that things just didn't seem correct with the christian religion, too many errors along the way in the religion. Some day Mr. Dial will point them out, but this is not the time. There are many instances available on the WWW.
Mr. Dial then started visiting the Synagogues around the Dallas, Texas area seeking conversion. This is where he really began to be educated about the Noachide laws. From that point on to this day he only has studied with orthodox rabbis.
After a year or so Billy received another phone call. This time it was Mr. Jones. He was telling me he was to soon take a team of archaeologists to Israel and will be excavating in some caves located in the Kumron dessert, and wanted to know if he would be interested in going? Mr. Dial asked how long will you be there for, he said about two months. Mr. Dial said he would have to think about it and get back with him. The question was how Mr. Dial go? He can't just take a two month vacation from his position on the police department! But Mr. Dial wanted to go to Israel in a very desperate way to learn. So eventually Mr. Dial made a decision to resign from his position and go. Mr. Dial called Mr. Jones and asked him how much are the costs? Mr. Jones advised him it would be $1500 for a month. Mr. Dial said, "OK, then count me in". However just a month would not be enough, so Mr. Dial planned to stay two months, one month with Mr. Jones and one month to seek to live in Israel for good.
Travel to Israel
Well, all of a sudden it hit Mr. Dial and his memory went back to the gentlemen that called him out of the clear blue sky. So what did he do? He called him and to his dismay he had moved. So Mr. Dial started asking and searching around trying to locate him, and finally he found him and asked if he still had that offer available? He said he did and just come on over and get it when you get ready. The donor asked Mr. Dial by the way what was he going to use it for if he might ask? Mr. Dial told him the story about all the events which had led up to this point. He was amazed and wished him good luck.
The local newspaper published an article about Billy resigning his position and moving to Israel. So, at that point he sold all his belongings and left with Mr. Jones team to Israel. His intention was not to return, but to continue living in Israel. Billy arrived in Israel, and he felt that it was such a wonderful feeling to be there. Billy was staying at the Grand Hotel in Bethlehem, on the West Bank, which, he expressed; he was very uncomfortable with; due to the fact that at that time the Arabs were upset with some American policies, and Kaddafi was seeking to kill Americans. While there, Mr. Dial trusted someone to help get him established in Israel so he could remain there after the dig. Well, come to find out, this person had not done anything at all as promised, by the time the dig was over Mr. Dial had no other place to go but back home. In fact the situation had deteriorated to such a degree due to the bad management on VJRI’s (Vendyl Jones Research Institute) part that half of the dig team had to escape from Israel as we learned that the Palestinian govt. was going to confiscate our passports due to a bad debt VJRI owed. Also the situation at the time was that tensions were elevated between Arabs and America, and the American Consulate was advising Americans to leave Israel. So Mr. Dial had no choice but to leave.
Preparations to Live in Israel
After returning from Israel, Mr. Dial couldn't withstand his desire to live in Israel, so he gave in and again started off to live in Israel. So in 1991, Mr. Dial headed back to Israel, however this time it was during which time Saddam was Scudding Israel. So, once again Mr. Dial sold all and went back. He arrived the same week the last Scud landed. Mr. Dial then went on his own, without relying on possible broken promises, looking for a home in Israel. He stayed in a youth hostel in Tel Aviv for several weeks. Eventually one day while purchasing some Health and Life insurance, in a local insurance office, the lady he was working with asked him what he was doing there in Israel, and where he was staying? Mr. Dial told her the long story, and she told him that she knew someone that might be able to help. So, she got on the phone with Kibbutz Yavne, and after a lengthy conversation with the Kibbutz in Hebrew, she turned to him and informed him that they were willing to accept him there if he were interested. And he told her that he was.
She gave him the contact information at the Kibbutz and he bought a bus ticket to Kibbutz Yavne. So, that is where he lived while he was in Israel. Eventually the president of the Kibbutz sent word that they wanted him to become a permanent member of the Kibbutz, and it was far from normal for this Orthodox Kibbutz to offer that opportunity to a non-Jew. As much as Mr. Dial’s heart wanted to accept the generous offer he hesitantly declined due to obligations he had back in the US. This was a very emotional and tough time in Mr. Dial’s life over that one critical decision to return back to the US or stay The choices were to stay in Israel and accept the offer. If so doing it would be there that Mr. Dial could go to yeshiva and become a full fledge converted Jew or return back to the US and get a job to continue to pay child support for his children. So after weighing the options Mr. Dial chose to make sure his children were provided for. So to this day he remain a student of Bnai Noach.
After returning back to the US and moving to Georgia, Mr. Dial’s children finally turned to the age of 18 and thus his legal support ended.
Atlanta Bnai Noach Community Leader
While in Georgia Mr. Dial was involved in the Atlanta Jewish Community and in time became a leader of a Bnai Noach group in Atlanta meeting twice a month each month for over 10 years.
In recognition of his work with the Bnai Noach community, in January 2006 Mr. Dial was summonsed to appear before the Nascent Sanhedrin in Jerusalem Israel. United Noachide Council, Inc

In 2006, Billy Jack founded the United Noachide Council, Inc. to serve the needs of Noachides worldwide.
His main goals and future purpose in forming that organization was to support a democratically run General Noachide Council that represents the interests and needs of "All" Noachide Communities throughout the world, and ultimatly to support a Supreme United Noachide Council composed of only qualified Noachide judges which will have graduated from a yeshiva for B'nei Noach in Israel.
Billy Jack is currenty working to form branch UNC, Inc. organizations at various locations throughout the world. The goal of the UNC, Inc. organization is to have branches in every country.
Combining both his background in Law Enforcement and a deep religious faith, the UNC, Inc. was designed to approach the Seven Laws their offshoots[1] as both a civil and religious requirement. Recognizing that these laws have a spiritual component, as it says in Proverbs 3:6 "In all thy ways [laws] acknowledge Him, and He shall direct thy paths"
Separation of church and state is Separation of Righteousness and Justice
What is Bnai Noach religion? What is religion?
To some, religion in general is a legal system of worship and has nothing to do with justice. Not so with Bnai Noach, as it is a legal system telling us how to live our personal day to day life and it is not a religion to worship G-d. We should recognize that the noachide concept is as a judicial legal system not a form of religion, because it is based upon the seven laws. A system of laws. Of those seven laws, the one negative noachide law of dinim is no doubt the foundation in which all existence depends.
We should also recognize that we are blessed with a legal justice system in place. Justice which is supported by the noachide law is ordained and backed by G-d. We should also recognize that our judicial systems more often than none fail to live up to the G-d given spirit of "Righteous Justice" which has been entrusted to us. Our current judicial system is predicated upon "Righteous" Justice, and not just Justice. Righteous, the key missing ingredient as we all witness today. Therefore all noachides have a legal and moral obligation to nurture our recognized crippled Justice system, and bring it to good health to a "Righteous Justice" system. As a result of our lack of involvement with the justice systems has become evident in allowing it to deteriorate and suffer separate from "Righteous"
- Since the Ben Noach is given these commandments to uphold the world, by not following them he has contributed to the breakdown of society and the world at large. As such, he has already removed himself from the world, and his responsible position in it, and the resultant death penalty is merely a natural outgrowth and expression of his actions.[2]
Thus the case has already adjudicated from Shamayim with a verdict of death penalty rendered, as we have failed our own noachide law of dinim and ignore it. So we must realize we must get our heads out of the non-reality of noachide religion which does not exist, and practice a noachide state.
Individually we noachides have to make our own personal decision as to whether to and or how far we will go above and beyond the basic noachide requirements of just living according to the Noachide Laws. How then do we give homage to our creator without a form of religion? There are various levels within Bnai Noach according to Maimonides theory, but still that does not create a religious system of worship, even in observing the third level. The third level claims to get us to the World to Come. World to Comeexternal link what more do we need? So what and where should we go if noachides thirst for a higher relationship with the Creator?
I'm sure you have herd that it is forbidden for Bnai Noach to create a new religion!external link So since we don't have one and if we want to pay homage to our creator, we need something to go above and beyond the basic requirements of just living not to violate the seven laws. We need to reach out to the Jewish religion already set up and authorized by G-d. Judaism is our choice to advance even though it itself entails a religion and state. Even though Israel is not where they need to be in state (Kingship) today, Rabbis have maintained this G-d sent religions (System of Worship) which is not forbidden fruit to the noachide, but full of almost 613 fruits ripe and awaiting for picking from and eating. A path to eternal life.
Bnai Noach has no ancient educational systems to teach on maintaining religion as did Bnai Israel. Noachides have an inherited historical legal system to maintain and live by. But we have failed. Judaism tells you how to worship, Bnai Noach tells you how to live.
Beware the danger in promoting or creating Bnai Noach as a religion! Why perhaps one way to look at it is it lessons the strength of "Righteous Justice" which is the "foundation" which all global stability is predicated upon. By declaring Bnai Noach a religion we gain separation of church and state - Separation of Righteous and Justice. Something we don't need. Thus by loosing the strength of Bnai Noach within a state due to separation, we will suffer by loosing the blessings from G-d thus we are in violation of not up holding the noachide law of dinim. Being if noachide is titled a religion we have flawed our mission before we even began.
As noachide made an individual decision to move up to and beyond the lowest level, the basic noachide requirements of following the noachide laws, to the highest he or she according to historical documentation will gain entrance into the World to Come. So it is a with a noachide state adopting legislation with "Righteous Justice" will achieve similar as an individual tikune olam. Our goal should be for Bnai Noach to get involved with their state (Justice System) to encourage changes in legislation to at least recognize the noachide laws similar as did the United States Congress. Hopefully someday the US will abide by and uphold Righteous Justice (Noachide Law). Once Legislation has adopted the basic standards of the noachide laws they can then set their goals adopting more than these basic laws. By sitting noachide state standards beyond the basic seven law requirements is to adopt laws which are permitted from the 613 Mitzvoth. So by noachides declaring parts of the 613 mitzvoth as their source of personal method of paying homage to their Creator, they can then voluntarily with permission and blessings from G-d, legally practice a borrowed religion. The similar can be achieved with the state. Should noachides want more than that, they have the choice to make the last leap up the spiritual chain and obtain full conversion to a system of worship contained within "Judaism" which is open to all. If we make or claim bnai noach a religion, and pay homage to G-d, and we ignore dinim. Thus we become separated and become just a powerless religion controlled by state. We have denied Righteous Justice, the spirit of the law which is embedded within the (Noachide Laws). By doing this we devalue the strength of G-d Torah Israel, and the Noachide as a whole. Thus by default saying we don't need anyone and we have created our own separate religion.

From this, hopefully noachides can see why they need to reach out to their Department of Justice systems, and take the correct noachide path of what is the proper approach to G-d. G-d would be very pleased in noachides striving to make changes within their justice systems to be more inline with noachide laws by encouraging using Righteous Justice, and not just justice. Hopefully every Jew and Noachide in the world will help encourage all the justice systems through recognition of a noachide state (showing it is not a religion but a state), and someday changes may come. Someday hopefully the state will begin conforming to the very basic noachide requirements. This is just a starting point. Hopefully in a few generations some semblance may be noticed where "Righteous Justice" is making progress in getting the state on the straight path. From there in generations to come, perhaps they can hopefully encourage the step beyond just the basic.
It saddens my heart to see today that most all bnai noach pushing their own religion and or trying to create a religion from which they don't own. If all bnai noach would change, and focus their energies making a concentrated effort to get involved in state, and then practice Judaism on the side, we would be the most powerful force on the globe and Israel would be at peace.
