According to the Teliya, in 86CE the Sanhedrin decided that it would be best if the Notzrim were dealt with by [[Apollos]]'s doctrine so ordered [[Hakham Elijah ]] ([[Rav Shimeon HaKalpus]]) to fulfil Devarim 32:21 by organising the Ishmaelim in such a way as to make the Notzrim jealous and thereby attract them away from Israel's Qehal to be subsumed into the Torah-for-Amim instead of allowing them to invoke HaShem's wrath by letting them trample the Torah for the Qehal.
