The word used in the [[Targum Onkelos]] to refer to Noahite Toshavim is [[Muslamai]]. Those Muslamai (Toshavim) who wanted to go to the next level would take an oath of fealty in front of 3 Jews and be immersed in a Mivkah to become [[Hagarim]].
